From the map, the Maozhou River, which is only 41.61 kilometers long, is not conspicuous; but in the water control map of Guangdong, it is definitely a river that cannot be ignored, and it is enough to be written into the development history of water control concepts and water control technology in Guangdong and even China.
As the boundary river between Shenzhen and Dongguan, Maozhou River was once the “most polluted river in the Pearl River”. In recent years, the Provincial Party Committee has attached great importance to the comprehensive improvement of water environment. Li Xi, Secretary of the Provincial Party Committee, has served as the provincial river chief, and has taken the lead in supervising the pollution control of Maozhou River. After three stages of effective governance, Shenzhen and Dongguan cooperated to fight, and the water quality of Maozhou River has been significantly improved. Data shows that in the first five months of this year, the ammonia nitrogen and total phosphorus concentrations in the national examination section of the Maozhouhe Gonghe Gonghe Village fell sharply by 35.2% and 41.1% year-on-year respectively.
The once rotten river beaches and stinky ditches have now become wetland parks and green roads along the river. In March this year, the Maozhou River pilot section of Wanli Bidao, Guangdong began to be fully constructed. The Maozhou River Basin will combine water management, city management and industry management to promote regional environmental optimization, basin space compound utilization, industrial structure transformation, and urban functions improvement, becoming a model area for comprehensive governance and development of “river + industry + city”.

After the midsummer rain, the air in Yanluo wetland on the banks of Maozhou River in Bao’an District, Shenzhen is fresh. Until the end of last year, her circle of friends was flooded with Yanluo Wetland. “Many friends came to the wetland to play, and they also took short videos and photos to upload to their friends circle.” When they first came to Yanluo Wetland, Liu Yilin was a little unbelievable. In the past, there were rotten mudflats on both sides of the Maozhou River. The black mud more than one meter deep exuded a pungent stench, and the passing citizens had to cover their noses and leave. Now, the “curtain-shaped” river beach more than 800 meters on the upper reaches of the Maozhou River has been built into a riverside wetland park – Yanluo Wetland, which has comprehensive functions such as water quality purification and improvement, ecological restoration and protection, landscape leisure and recreation, ecological science popularization and education.
The Maozhou River has changed, from “black and smelly” to “colorful”! Pinky yellow canna, purple-blue Zheli flowers, gray-green flower-leaf reeds, green windmill grass… Nowadays, more than 500 plants have enabled Yanluo Wetland to have flowers all year round, and many birds also appear here.
There are also “secrets” hidden at the roots of these plants. “Most of the organisms planted in wetland parks take into account the dual functions of beautification and water quality purification.” Hu Haitao, director of Maozhou River Management Office of the River Management Center of Shenzhen Water Affairs Bureau, introduced that every day, Komiks has 18,000 cubic meters of Maozhou River sewage after treatment into Cinema. In the process of Maozhou River management, one of the major problems stems from dealing with the mud in the mud flats. According to reports, the Maozhou River Basin has 4.2 million cubic meters of polluted sediment. Where can these sediments be transported? How to deal with it? Will it cause secondary pollution? It is an inevitable part of the management of Maozhou River.
Comprehensive Water Environment Remediation Command Office of China Power Construction Maozhou River BasinOffice Director Tao Mingzhi mentioned in an interview with the media that the water quality of Maozhou River is not only pollution of organic matter, but also severe pollution of inorganic matter.
In order to find a better “residence” of these subsilts, the Shenzhen Municipal Government has worked with China Electric Power to excavate, process and reuse these silts.
Now there are many dredgers walking along the Maozhou River. After these dredgers carried out environmental protection and dredging of the river, they sent the sludge through pipelines to the Maozhou River No. 1 subsilt treatment plant of China Power Construction Maozhou River on the bank of the Maozhou River.
According to Zhai Deqin, deputy chief engineer of China Power Construction Water Environmental Governance Technology Co., Ltd., turning these silt into Babaylan treasures in an environmentally friendly way is the key to dealing with these silts.
It is understood that the residual soil or mud cake formed by dehydration and harmless treatment of contaminated bottom sludge is mainly used for dam filling or other engineering foundation backfill. In addition, part of the residual soil is used to make ceramic granules and bricks. At the same time, the remaining sand washed through the mud and sand separation system is used for backfill of artificial ground, pipeline engineering trench, etc. after being tested for harmlessness by sand washing and screening.
It is understood that every permeable brick in Yanluo Wetland originates from the bottom mud dug in Maozhou River. In another aspect, these bottom muds returned to the Maozhou River.
Co-governance
Shenzhen-Dong Kong cooperation to achieve “one map” for river management
If the land is compared to the muscles of the human body, the river can be regarded as the blood vessels of the human body. The Maozhou River, which flows through different administrative regions, can only be transformed into a new look under the city and cooperative governance in the basin.
Maozhou River is located in the northwest of Shenzhen. The main stream flows through Guangming District, Bao’an District and Chang’an Town, Dongguan City. The basin area is 3Komiks88 square kilometers. Among them, there are 311 square kilometers in Shenzhen and 77 square kilometers in Dongguan. The governance of Maozhou River involves two cities and three places, and there have been long-term drawbacks of out-of-synchronization of the main and tributary rivers, segmented governance, and fragmented construction. In order to change the current situation of Babaylan, the Guangdong Provincial Department of Ecology and Environment took the lead in opening theThe “1+2+3” working framework for comprehensive improvement of Maozhou River and other key streams will be established, and the “1+2+3” work framework for the comprehensive improvement of Maozhou River will be established, and the “two weeks and one meeting” work mechanism will be established. So far, four comprehensive pollution control coordination meetings have been successfully held in the Maozhou River Basin, forming a “one map” for water quality reporting and a “one table” for engineering measures, and establishing a good communication and coordination and promotion mechanism.
At the same time, Shenzhen and Dongguan City launched a joint cross-law enforcement action in the Maozhou River Basin. Three times this year, Shenzhen and Dongguan dispatched 657 law enforcement personnel, inspected 190 enterprises, found 45 enterprises with environmental problems, filed 21 cases, rectified 24 cases, and seized 1 case.
After unremitting efforts of the Provincial Department of Ecology and Environment and the two cities, the water quality of Maozhou River has undergone significant changes. Data shows that from January to December 2018, ammonia nitrogen and total phosphorus in the national examination section of Maozhouhe Gonghe Gonghe decreased by 49.8% and 61.1% year-on-year respectively, achieving neither black nor odor. In the first five months of this year, the concentrations of ammonia nitrogen and total phosphorus in the national examination sections of Maozhouhe Gonghe Gonghe fell sharply by 35.2% and 41.1% year-on-year respectively. Water quality maintains rapid improvement momentum.
Planning
Promote industrial upgrading in the river basin
In the Yanluo Wetland of Maozhou River, a display board is erected with the riverside plan of “one axis, two belts, and five zones”. The so-called “one axis” is to use water as the driving line to stitch and organize the functional systems of each section on both sides of the strait, and gradually design the ecology, industry, culture, and characteristic spaces of both sides of the strait to create a blue-road ecological and humanistic experience axis. “Two belts” refer to the design of waterfront landscape belts and water landscape belts. The “five zones” refer to five areas: Science and Technology Innovation Waterfront, Greenway Living Room, Charming Industrial City, Vitality Corridor and Hi-Tech Smart Valley.
In the Maozhou River governance plan, the reporter saw that in the future, the planning of this river clearly states, “Take water control as an opportunity to promote industrial upgrading in the basin, accelerate the construction of the Maozhou River Greenway pilot section, improve the overall urban environment, and combine water control, production control and city control.”
