Huang Huikang: The United Nations Security Council is the core of the United Nations collective security system and the cornerstone of the international order established after World War II. In accordance with the Charter of the United Nations, the Member States granted the Council the primary responsibility for maintaining international peace and security, and agreed that the Council will represent the Member States when performing its duties under this responsibility. China firmly supports the concept of collective security and supports the effective operation of the United Nations collective security system.
The principle of “unity of powers” was conceived from the very beginning as the basis for the establishment and effective operation of the United Nations.
